A Prophetic Picture of the Oregon State Seal
If you haven’t yet read A PROPHETIC PICTURE OF THE OREGON STATE SEAL, by Jim Moore, and you are a praying person, you will love this! A number of years ago Pastor Jim was given a vision of the symbols on the Oregon State seal and their prophetic meanings. This document contains an explanation of those symbols. It is lengthy, but overflowing with rich and comprehensive spiritual symbolism for the state of Oregon.
A BRIEF TESTIMONY
I had visited the State Capitol building often since my youth. Dozens of times I had stood inside the building at the base of the rotunda, staring down and the massive golden State Seal imbedded in the floor. I had often looked at the pictures and wondered what it must have been like to be a Pioneer traveling such a long distance to settle in a new State. Now I was grown and once again I found myself doing the same thing. Standing, staring, wondering.
As I stood gazing, I began to feel the Presence of the Lord standing next to me. Suddenly all the images of the Seal began to take on a new view. I saw them differently than I ever had before. Within just a few moments, I had what I jokingly call, “the matrix download.” In an instant I saw a prophetic meaning for each symbol, where a few moments before I had seen nothing. Needless to say, The Lord had my attention and I wrote the meanings of each of the twelve symbols down.
OREGON HAS A POSITIVE FUTURE
Oregon has a “State Seal” that contains 12 prophetic symbols on it, which serve as a testimony of the future promises of God for the State. A seal is meant to act as a finishing or “sealing up” of something important. The Seal of Oregon is a prophetic “sealing” of a vision of what God desires our State to become through submission to His ongoing Leadership. God Himself has a seal:
“Nevertheless the foundation of God stands sure, having this seal: ‘The Lord knows those who are His,’ and, ‘Let everyone who names the name of Christ depart from iniquity.’” (2 Timothy 2:19)
Oregon’s Seal is a picture of our future. Seeing what it declares is valuable for agreeing with God’s plan for the future. Before we examine the symbol’s lets look at another promised future given to a people of God. The Nation of Israel.
SEEING WHAT GOD SEE’S
Have you ever asked God to show you the future? Israel was currently in a bad way. It would have been easy for them to believe their future was going to be a bad one too. But God had other plans…better plans for them. So He invited Israel to ask Him what those plans were so He could reveal them:
“Moreover the word of the LORD came to Jeremiah a second time, while he was still shut up in the court of the prison, saying, ‘Thus says the LORD who made it, the LORD who formed it to establish it (the LORD is His name): Call to Me, and I will answer you, and show you great and mighty things, which you do not know. For thus says the LORD, the God of Israel, concerning the houses of this city and the houses of the kings of Judah, which have been pulled down to fortify against the siege mounds and the sword: They come to fight with the Chaldeans, but only to fill their places with the dead bodies of men whom I will slay in My anger and My fury, all for whose wickedness I have hidden My face from this city. Behold, I will bring it health and healing; I will heal them and reveal to them the abundance of peace and truth.’” (Jeremiah 33:1-6)
After Israel’s captivity in Babylon, God promised that He would restore them. God is a God of restoration. One day He will restore the entire world to His original intent as reflected in the Garden of Eden. God has a plan to restore all things. His redemptive plan is in action at this very moment. Restoration begins with human beings and then moves to systems like government, economics, religion, etc. When you are in crisis, it’s easy to believe that this is the end. Your future may at times look bleak, as it did for Israel, but God looks ahead and sees a different future.
How important is it that you see what God sees? It is vital! If we do not see His future for us, how can we intentionally co-operate with Him for that future? And if we are not co-operating with His plan, then we may end up unintentionally resisting that future. We move towards what we see.
JEREMIAH SEES THE FUTURE
This word actually came to Jeremiah even before Israel had been taken into captivity. God was telling them about His good plan ahead of their crisis! Think of the compassion of God in this. Even though they were under God’s correction…He knew that the people would be discouraged beyond measure when they faced a trial beyond measure. Just contemplate what it would be like for real people like you and I to one day have uniformed soldiers come to our front door and ask us to go with them. Only to find that you were being forcible relocated without your consent, and that it would last for 70 yrs, the rest of your life. Devastating.
So God pre-determined to help their inevitable discouragement by sowing hope into them. The hope of a future. His future. A better future than they could ever imagine. What would it be like if you could see your future? What if God gave you a glimpse of what was ahead of you, so you could prepare for it and not be discouraged when the difficult times came? God said He would do that, and directly connected it to our willing intercession. He conditioned it by saying: “Call unto Me.”
God has actually done the same thing for us. He has a plan for us individually, and corporately as a State people, that looks better than anything we can imagine. That future can be pieced together from the writings and testimonies of the people who first came here. Rev Jason Lee was the first Christian missionary to come to the Willamette Valley to stay. He was sent by God with a dream. Many others followed, many who were Pastors or Ministers of the Gospel.
Oregon has a rich prophetic history that can be traced back to its beginning. There is too much information to cover in one setting, so I am limiting this message to the things I was shown concerning the Oregon State Seal. Among Oregon’s many assignments, one of the first and most important is Intercession. Jesus is “The Great Intercessor” who’s continual intercession we join whenever we pray. The 33 stars that surround the State Seal remind us of Jeremiah 33:3, that declares if we call to Him, He will show us things we don’t yet know, but that He obviously wants to show us.
In this instance we are asking for vision concerning Oregon’s future. Just like Jeremiah was doing for Israel. We typically take Jeremiah 33:3 as a personal promise which is perfectly applicable, but the original promise was given in a corporate context to the community of Israel. Every people group has a future. God says if we will ask Him, He will show us what that future is.
THE ALL SUFFICIENT ONE
The word translated “LORD” in the Old Testament is Jehovah. The Holy Spirit inspired Jeremiah to write this use of God’s name 712 times just in this one book. That deserves mention. Whenever God repeats Himself, it is for our sake, so that we won’t miss something important He is trying to say. In this case, it is His all sufficient power to bring about His desired future. The Name that God gave Himself means this:
Strongs # H3068: יהוה yeho^va^h yeh-ho-vaw’ From H1961; (the) self Existent or eternal; Jehovah, Jewish national name of God: – Jehovah, the Lord. Compare H3050, H3069.
He is the Self Existent One. The Uncreated One. The All Sufficient One. This means God needs no one or no thing to help Him exist or do anything He desires to do. If He seeks human partnership at all (which He does), it is because He desires it and not because He needs anyone’s help. Perhaps that is fitting concerning the promises given to Jeremiah concerning Israel, and the impossibility in the natural that they could ever come to pass.
Only the “All Sufficient One” could make them happen. Only God. Think of Jeremiah’s task. He was to proclaim the inevitable destruction of his own country and many of its people. That was a job description that almost no one today would be willing to accept or even believe was from God. But the national tragedy that was about to unfold was only a part of God’s message for His Beloved people. For Jeremiah’s message was not his own, but God’s.
The rest of God’s message was this: “You have a future…a brighter future than you could ever imagine. Ask Me about it, and I will tell you what it is.” God delights in telling us “the rest of the story” if we will only persist in asking and stop complaining. Then when He does speak, we have a responsibility to act by faith on what we have been shown. The same applies to Oregon or any other State. If we ask, He will declare both His will and show us His power to bring it to pass. No matter how difficult things may be, God has the power to bring things back to His original intent. Oregon has an original design in the mind of God. Only partnership with Him can bring it about. And He does not need the compliance of every human being in a region to change things, just the “co-operation” of His people through the agreement of repentance, intercession, and the righteous acts of the Saints. Now let’s look at the Seal.
THE OREGON STATE SEAL – OREGONS PROPHETIC PICTURES
Like all states or territories, the State of Oregon has a destiny given to it by God, and a role to play in advancing the Kingdom of God on earth. Our Pioneer forefathers had limited vision about the future of our State, and what they believed it was to become. No doubt they saw in part just as we do. No one has the full picture that God has in mind, but the vision unfolds as time goes on and we continue to seek the Lord. It is helpful for us to look for clues as to what that vision is, by examining the recorded history left to us in the form of; historic books, diaries, written songs, and picture symbols, that our State founders used to declare their ideas and beliefs.
These founding Fathers and Mothers, some who gave their life for the pioneering vision of God, have now become a part of the “Great Cloud of Witnesses” that have passed on the torch of their assignment and vision to us. Some of the vision they saw for the State of Oregon has no doubt come to pass. But like the Pioneers of the Bible, many did not live to see the fulfillment of their dreams, but would have to watch them unfold from their vantage point in heaven:
Heb 11:13 “These all died in faith, not having received the promises, but having seen them afar off were assured of them, embraced them and confessed that they were strangers and pilgrims on the earth.”
The Oregon Seal is just one of those recorded testimonies. The State Seal is the symbol for our States vision and has wonderful prophetic imagery in it. Even though our founders probably did not see these symbols as prophetic, we understand that God often puts in the hearts of men and women, ideas that reflect His own. Each natural symbol carries a spiritual idea that when pieced together, paints a wonderful prophetic picture of the destiny of our State. As it is often in scripture, the natural reflects the spiritual. This golden Seal is permanently embedded in the floor of the Capitol Rotunda in Salem Oregon, and stands as a witness to the spiritual heritage and promises given by the Lord who created Oregon.

*Note: It is important to remember that symbols and what they may represent, differ according to personal opinion. Some symbols are fairly predictable, such as a lamb representing the Lamb of God, or a dove representing the Holy Spirit. Others however are not so clear and need to be approached with a spirit of humility rather than becoming too dogmatic or insistent.

1. A Phrase: “The State of Oregon” The Condition of The State
A. There is a play on words here. The “state” of something also means the condition of a thing. The state of the State of Oregon depends upon its prophetic destiny being in proper alignment. The state of the State of Oregon depends upon how closely we walk in agreement with God. If we love God and walk near to Him, fulfilling the mandates He has given to us, the State of Oregon will prosper. God’s plan since 1859 (and before) has been for us to prosper. His plans are greater than we can even imagine. The condition of our State depends upon the church. We have been given divinely powerful weapons to pull down strongholds, and we have a God who will never give up until the world is saved. So we too must not give up until we see the state of Oregon changed for His glory. This change of condition is the reward of Jesus’ suffering. Oregon has a prophetic destiny to lead others into changing the “state” or condition of our State.
2. An Eagle With Olive Branch and Arrows / The Prophetic Ministry
A. The Eagle has become a symbol of Prophetic Ministry. The Eagle has keen vision and can see things afar off, which correlates to what the prophetic ministry does. It sees beyond the natural into the spiritual realm. It attempts to see what God sees. Space does not allow a full description of what it means to be a prophetic people, but suffice it to say that all God’s people who are filled with the Spirit are prophetic in one way or another. The prophetic ministry is actually the ministry of the Holy Spirit. Not all are called to be Prophets, but all are called to be prophetic. Oregon has a prophetic destiny to lead others into being a prophetic people.
B. The Eagle Clutches an Olive Branch And Arrows / Peace of God a Weapon
The olive branch is a universal symbol of peace. Arrows likewise represent strength of arms. Combined they mean “peace through strength.” In the case of the kingdom of God, the approach is somewhat different. Peace does not come about through military strength, but spiritual victory that comes through peace. The peace of God is actually a weapon: “And the God of peace will crush Satan under your feet shortly. The grace of our Lord Jesus Christ be with you. Amen” Romans 16:20). Because these items are being held by the eagle, it also speaks to the prophetic ministry to remember, that its primary function is to bring the prevailing peace of Jesus through edifying, exhorting, and comforting (1 Corinthians 14:3). Oregon has a prophetic destiny to lead others into using peace as a weapon.
3. A Heart Shaped Shield / Intimacy and Faith
A. The heart again speaks of love. We put hearts on valentines and messages and so on to be a symbol of love. The heart also speaks of what is on the inside of us, rather than what can be seen externally. God is supremely concerned about the “heart of the matter.” We can do right things with a wrong heart and visa versa. God desires that we do right things for right reasons, or with a right heart. We are commanded to love the Lord with all the heart, mind, and strength. God wants all of His creation to have a pure heart, which is a heart of love. The First Command.
B. The shield speaks of faith: “above all, taking the shield of faith with which you will be able to quench all the fiery darts of the wicked one” (Ephesians 6:16). It will take faith to accomplish the collective assignment that the Lord has given to the State of Oregon. Nothing of lasting eternal value can be accomplished apart from faith. Not even something as basic as pleasing the Lord: “But without faith it is impossible to please Him, for he who comes to God must believe that He is, and that He is a rewarder of those who diligently seek Him” (Hebrews 11:6). All the following prophetic symbols contained inside the shield, are dependent upon faith to be accomplished. If we believe, all things are possible through Jesus Christ. We must not only believe that He can do them, but that He will do them if we continue to seek Him. This is faith that leads to intercession with Jesus. Oregon has a prophetic destiny to lead others into heart felt faith.”
4. A String of 33 Stars / The Shared Ministry of Intercession
A. Jeremiah 33:3 gives us a promise that if we will call to God He will reveal to us His plan for the future. On the shield, everything is surrounded by intercession. Nothing of eternal value can be accomplished without prayer. Everything must be bathed in ongoing worship and intercession. Jesus is the “Great Intercessor” and He calls His dwelling a “House of Prayer:” “Therefore He is also able to save to the uttermost those who come to God through Him, since He always lives to make intercession for them.”(Matthew 21:13). “And He said to them, It is written, ‘MY HOUSE SHALL BE CALLED A HOUSE OF PRAYER,’ but you have made it a ‘DEN OF THIEVES.’” (Hebrews 7:25 emphasis added). The greatest global outpouring of Holy Spirit will be preceded by the greatest global prayer meeting the world has ever seen. God is currently recruiting prayer warriors to join this global Air Force of intercessors. Prayer is rising to a level never known before and it will only continue increasing until the end. Oregon has a prophetic destiny to lead others to share in the ministry of Intercession with Jesus.
5. A British Man of War, Sailing Away / The Ending of Dominion
A. At one point in American history, the colonies were under the tyrannical dominion of Great Brittan. Wars were fought and lives were lost, but freedom was won. Freedom is God’s idea. Freedom from sin and oppression. Freedom from sickness and bondage. Freedom to choose right from wrong. Freedom to Love God and people. Jesus paid the ultimate price on the cross so that all could be free. The ship is a Man of War, which is leaving the country that it once dominated. This is symbolic of something even greater than natural freedom. Freedom form the rule of satan and his dark dominion: “For sin shall not have dominion over you, for you are not under law but under grace”(Romans 6:14). “Therefore if the Son makes you free, you shall be free indeed” (John 8:36). “Jesus came to destroy the works of the devil…” (1 John 3:8). God’s unstoppable plan for the future is that every nation, tribe, and tongue will worship Him in the freedom of His holiness. As the gospel message is proclaimed, people believe in His love and the chains of their darkness are broken. True freedom comes as people see the Lord Jesus for who He is, and choose love Him. Oregon has a prophetic destiny to lead others into freedom from the enemies dominion.
6. A Commercial Vessel, Approaching / Coming Freedom and Prosperity
A. It is for freedom Christ has set us free. Many are in bondage to all kinds of sin and evil. Jesus died to set us free from anything that is contrary to God’s nature. We are messengers of that freedom. The ship of commerce coming into harbor represents the opposite of the war ship of domination that is leaving. It means freedom to live life the way God intended. This includes His blessing in our commercial/financial activities. Freedom within results in blessing touching every area of life, including our work and businesses once kingdom principles touch them. We are called to bring the freedom and the kingdom into every area of life, which includes the workplace. Oregon has a prophetic destiny to lead others into freedom and prosperity in commerce.
7. A Setting Sun Over The Pacific / The Dawning of The Reign of Jesus
A. This speaks of the dawning of a new day. The ending of one season and the beginning of another. As this was true for the early pioneers, it continues to be true today. We are called to go “from glory to glory” until we see His face. He will return one day as He has promised and He will usher in the ultimate “New Age” that centers around His being seated on a throne in Jerusalem. And all the nations will flow unto Him:
“Now it shall come to pass in the latter days that the mountain of the LORD’s house shall be established on the top of the mountains, and shall be exalted above the hills; and all nations shall flow to it. Many people shall come and say, ‘Come, and let us go up to the mountain of the LORD, to the house of the God of Jacob; He will teach us His ways, and we shall walk in His paths.’ For out of Zion shall go forth the Law, and the word of the LORD from Jerusalem. He shall judge between the nations, and rebuke many people; they shall beat their swords into plowshares, and their spears into pruning hooks; nation shall not lift up sword against nation, neither shall they learn war anymore” (Isaiah 2:2-4 emphasis added).
B. One day the kingdom will belong to Him who sits on the throne. We have a calling to tell men and women the good news. Get ready, He is coming. Oregon has a prophetic destiny to help others prepare for His earthly Reign and Rule.
8. A Bugling Elk and A Mountain / Stewarding God’s Natural Resources
A. Earth is out of harmony with God because of man’s sin. God has made all of His creation, land, animals, and humans, to honor Him and to give Him praise. Originally in the garden man and beast dwelt together in harmony and love. One day it will return to that blessed state again. We are told that even the wolf will lay down with the lamb (Isaiah 11:6, 65:25) and children will play along side of them. The earth is the Lord’s. God cares about His creation more that we realize. He wants us to be in harmony with how He sees his world. Its all belongs to Him, and we are stewards of the land He has placed us in. Oregon has rich resources and we have an assignment to honor the Lord in the natural land. This too is for His glory. Oregon has a prophetic destiny to lead others into honoring the Lord though proper stewardship of His land.
9. A Forest of Pine Trees / Evergreen is Eternal Life
A. The evergreen tree has long been a symbol of eternal life. Eternal life…whether it exists and if so how to obtain it, is the great question of every human heart. The Scriptures declare that God has “placed eternity” in the heart of every human being (Ecclesiastes 3:11). As the gospel is preached, the light of the Son of righteousness rises in the hearts of people, and the dawning of a new day comes. Eternal life springs up in the heart as Jesus comes to live there and make His abode within us. He is; “The Life” (John 14:6), and “In Him only dwells immortality” (1 Timothy 6:16). We have a job to do. To share the great gift of Jesus the giver of eternal life to every living being who dwells in our State. Oregon has a prophetic destiny to lead others into Eternal Life.
10. A Prairie Schooner / Embracing The Pioneering Spirit
A. On top of the Capitol building there stands a golden Pioneer. It is symbolic of the spirit that brought our Fathers and Mothers to this land. Many of these people were not independent from God but rather greatly dependent upon God. Some even came because they heard the “Macedonian Cry of The West” to come and evangelize the Native American people. Some succeeded, others failed. But they felt called by God to go where no one had gone before. A pioneer goes to uncharted places, clears out obstacles, and then builds something new. This is true of spiritual things as well. That same pioneering spirit of total dependency upon God still compels some to go deeper into the things of God and the supernatural ways of heaven. We press the boundaries of healing and miracles, dreams and visions, worship and intercession, and signs and wonders, all for the sake of knowing God and winning the lost. The people of God in Oregon are called to mature in the ways of the Lord until we are doing the “greater works than these” (John 5:20) that Jesus spoke about. Oregon has a prophetic destiny to lead others into pioneering deeper things in the spirit.
11. A Banner called “THE UNION” / The Unity of The Church
A. Oregon has a destiny to help bring unity to the Body of Christ. Unity brings the anointing and a commanded blessing from God: “Behold, how good and how pleasant it is for brethren to dwell together in unity! It is like the precious oil upon the head, running down on the beard, the beard of Aaron, running down on the edge of his garments” (Psalm 133:1-2). Of all the things Jesus could have prayed for in the end, He chose to pray for unity among believers. It is inevitable that His prayers will be answered. This is because global evangelism is directly connected to unity: “That they all may be one, as You, Father, are in Me, and I in You; that they also may be one in Us, that the world may believe that You sent Me” (John 17:21). God has a plan for believers to unify around Jesus. We have an assignment to take part in that plan. Oregon has a prophetic destiny to lead believers into biblical unity.
12. A Plow, a Pick Axe, and a Sheaf of Wheat / The Coming Harvest
A. These are symbols of the harvest. The harvest is the ultimate thing on the mind of God at the end of the age. Jesus said He would leave the ninety nine to search for the lost: “For the Son of Man has come to save that which was lost. What do you think? If a man has a hundred sheep, and one of them goes astray, does he not leave the ninety-nine and go to the mountains to seek the one that is straying?” (Matthew 18:11-12). These symbols of the harvest are at the lower tip of the shield. It is as if everything when in its proper order funnels down to this one thing. The harvest. When everything is in its place; Love, The Prophetic, Peace, Liberty, The Pioneer Spirit, and finally Unity, then comes the Harvest. Everything is leading to Oregon’s part in the great harvest at the end of the age. God has seen this event from the beginning and plotted out our destiny to partner with Him in its fulfillment. The Great Commission will be fulfilled and Oregon has a vital part to play in it. Oregon has a prophetic destiny to lead others into the Great Harvest.
ADDITIONAL PROPHETIC OBSERVATIONS
1. Oregon became a State on Valentines day, Feb 14th / Love The 1st Commandment
A. Love is the greatest thing. Jesus said Love was the first (beginning originating) and the greatest (ending, conclusive) of all the commandments. We are told that all the commandments, the Law, and the Prophets, “hang” on these two things: Love God. Love people. It is neither coincidence nor accident that God allowed Oregon to have its first birthday on the very day we celebrate the greatness of Love. Oregon has a prophetic destiny to lead others into Love.
B. Oregon had its first birthday on Feb 14th 1859, which is Valentines Day. This is a prophetic sign and wonder that signifies Oregon’s destiny to be a State known for Love. Since Jesus is the personification of Love, it is about Oregon embracing Jesus, the One who is Love. Oregon is the Love State. Oregon has other prophetic callings as well, but Love motivates these others callings, and Love is the end product if they are done rightly. Love is the beginning and the end of every commandment of God (1 Timothy 1:5, Matthew 22:37-40).
2. Oregon was the 33rd State admitted to the Union / Jeremiah 33:3 Intercession
Jeremiah 33 has been, and has become, a point of reference for many in today’s globalprayer movement. It speaks about a God who wants to show His people great and mighty things if they will only accept the invitation to “cry out” to Him. Many are saying yes to that today. The book of Joel chapter 2 and the book of Acts chapter 2 both tell of an outpouring of the Holy Spirit in the latter days that will rival anything the world has ever seen. An unprecedented global move of the Spirit will be preceded by an unprecedented global move of prayer. 24/7 prayer is becoming a reality in cities around the earth. Many are taking Luke 18:7 seriously by joining Jesus the “Great Intercessor” and crying out to God “Day and Night” in absolute faith that He will do something that He has never done before. Oregon has a prophetic destiny to lead others into Intercession.
3. The State Seal is gold on a blue background / Deity and Revelation
A. The colors of the State seal are Gold and Blue. Gold speaks of the deity of Christ and was one of the gifts given to Jesus at His birth. Gold is often seen as representing deity because of its purity and preciousness. Blue is the predominant color of the planet because it takes up all the sky. It is the color of the heavens above us, and represents the revelation of heaven coming down to earth. Oregon has a prophetic destiny to lead others into the Deity and Revelation of Jesus.
Your Place On The Seal
Oregon has an advancing yet unfulfilled destiny given by God Himself. I encourage you to find your place in it. If God has planted you in this State it is because this State cannot do without you. You have something to offer it that no one else has. It starts with your love for God, for people, then for the land itself. Hesitate no longer. Press into prayer until you discover what your assignment for the State is. Make yourself accountable to someone who will pray with you until you find your place on this great Seal. Jesus loves you, and He chose you to live in this place and season for a reason. He is committed to you finding out what that place is.
“And another angel came out of the temple, crying with a loud voice to Him who sat on the cloud, “Thrust in Your sickle and reap, for the time has come for You to reap, for the harvest of the earth is ripe.” (Revelation 14:15)
